Is this price for 1 pad or a pair? Also, what size range does it fit (circumference of the knee)?

They are sold as individual pads. The manufacturer does not have a suggested max circumference but looking at it, max would be about 17-18 inches to be comfortable.

Does this also provide compression to the patella tendon? Does it help to wear this even when not playing sports?

I went and tried to product out to get you the best answer possible. The brace is actually very comfortable. It has great protection for the common (Osgood bump) and does give some compression. I would not say it is as much as a patellar tendon strap but does give some comfortable compression.
